The original version of this report contained an error in the comparison of the increase of the violent crime rate and the increase of the incarceration rate. The error stemmed from an arithmetic mistake in calculating percent growth and from imprecise terminology in stating the comparison.

Original (10/12/2002):

Reported violent index crimes rose from 70 crimes per 100,000 residents in 1960 to 545 in 1979, an increase of 780 percent. During that period, the rate of prison incarceration went from 96 per 100,000 residents to 128, an increase of 33 percent. Thus, reported violent index crimes increased 23.6 times faster than prison incarceration.
