A study from the Portland Police Bureau (STACS project, May 19, 2000) shows a striking decline in violent crime since the passage of Measure 11.

Measure 11 was approved by the voters of Oregon, by a nearly two-thirds majority, in 1994 and went into effect on April 1, 1995.

Measure 11 opponents say that the decline in crime is not due to Measure 11 and point to the fact that crime is declining in many places across the country. What they don't say is that sentencing for violent crime was increased in most places across the country.

Whatever the cause of the decline, common sense tells you that reducing the sentences of 3000 violent criminals will lead to additional crimes.
