The original letter sent to candidates contained an error in the comparison of  the increase in the violent crime rate and the increase in the incarceration rate. The error stemmed from an arithmetic mistake in calculating percent growth and from imprecise terminology in stating the comparison.

Original (10/12/2002):

From 1960 through 1979, the violent crime rate in Oregon rose 780 percent while the rate of incarceration rose 33 percent. Violent crime rose 23 times faster than incarceration for violent criminals. The violent crime rate stayed near that peak level from 1979 through 1995.

Revised (10/20/2002):

From 1960 through 1979, the violent crime rate in Oregon rose 678 percent while the rate of incarceration rose 33 percent. The increase in the reported violent crime rate was 20 times greater than the increase in the prison incarceration rate. The violent crime rate stayed near that peak level from 1979 through 1995.
